I agree with the interpretation of the gentleman from California (Mr. Lantos). It was also my understanding that an organization can satisfy the prohibition that the gentleman has referred to if it states in a grant application, a grant agreement, or both that it does not promote, support, or advocate such actions since it has no policy regarding this issue.
