If the gentleman from Minnesota will continue to yield, the only way, because if language is silent on the Labor-HHS bill or the Federal employees health benefits program or any other program, it pays for abortion. It is incumbent upon us, those of us who do not want our tax dollars being used to subsidize abortion or the performance of it, to offer amendments. Otherwise it is used to pay for it. There is no blanket prohibition.
