I genuinely believe, not only as a Member of Congress, but as someone who wore the uniform of the United States military, that if we can create a view by the individuals in the emerging world particularly of the United States as a benevolent partner, as opposed to a dictatorial hegemonic power, then better things will happen and more lives will be saved.
