let me remind Members that we do not cut family planning by a dime in this amendment. We condition it. We put on human rights, pro-family, pro-baby conditions. Abortion takes the life of a baby. We do not think that we should be giving to organizations that are promoting abortion overseas. That is the simple reality of what we are trying to do today. Any other characterization misses by a mile.
