the gentlewoman from Virginia [Mrs. Byrne] makes a good point about the use of violence, or perhaps even the threat of violence, and that is exactly where I think there is a consensus among both prolifers and people who believe as the gentlewoman does. If somebody is going to kick somebody in the eye, they ought to be hauled off, it ought to be federalized, and I agree with that. It is when somebody gets in the way, perhaps holding a sign, perhaps with their hands in their pocket. That will also be treated as if they committed an act of violence. That is where the disparity, that is where the unfairness, accrues here.
