If they can, they need to get more out. But ultimately, this cannot be a ceasefire because I don't believe, according to the Israelis, that the Hamas military capability is reduced enough at this point to make them not a threat to Israel's existence and the safety and security of its people.

This is against type for him. I'm sure it was a difficult decision. I think his analysis was, he cannot live with a nuclear weapon in Iran, and Israel did all of the heavy lifting.
