I share the gentleman from West Virginia's view regarding the importance of this amendment. I agree it is important that we do not hamper small businesses or jeopardize effective existing programs as we search for practical solutions to the Federal Government waste. Mr. Chairman, it is our intent that this amendment would not affect existing programs like the 1122 Police Procurement Program that the gentleman is concerned about. I thank the gentleman for bringing this important issue to the attention of the House. I compliment the gentleman on the excellent work he does on the Nation's work program, and will be happy to work with him.
