If the goal is to actually ensure that agencies work effectively, for the citizens, for your constituents, then what we need to do is actually look at the root management causes around this.
I am concerned about the possibility that if the legislation were written in such a way, or if contracting guidelines were scoped in such a way that companies could find loopholes, then that would be disastrous for us.
Simply put, if you want to contract with the U.S. Government... then at a bare minimum you need to comply with U.S. law.
