I will say, like my colleague Senator Shaheen, who is not on this Committee but who has been leading the charge on this, I've got some real concerns about the formula used for 2017 because it didn't provide adequate resources to New Hampshire, a State with one of the highest per capita death rates in the Nation but that was only eligible for $3 million of the $500 million available under the formula that was used.
