Dr Robyn, noting that DOD still uses a goal of 90 percent to budget operations and maintenance (O&M) funding to sustain our facilities, does DOD currently have any guidance issued to the Military Services that would establish benchmarks or minimum goals for the levels of investment needed annually to recapitalize aging facilities and infrastructure?
