That is right. That is the law of the land. That is what is reflected in this provision in the Defense Authorization Act. It is reflective of case law issued by our U.S. Supreme Court, which in not only that case but in subsequent cases basically said, in those instances, you do have to provide habeas-type relief.

This bill is nearly identical to the Senate bill I vetoed last month, as well as two other bills I have vetoed. These bills are overly broad, poorly drafted, and create the potential for substantial litigation.
