My point is this, when the President announces that he is going to seek a third reduction, it seems to me that unless we further fulfill our commitments to modernize our current deterrent pursuant to the existing treaty obligations, then that would, in my view, not be advisable particularly if we do not know that we have modernized what we have now, which we know is important to do to make sure it works.
