I commend my colleague and the chairman of this committee, Senator John Warner, a former Secretary of the Navy. When I first approached Senator Warner on this topic, he was somewhat skeptical, as I was frankly, when I first learned of it. But he took the time to listen to the details and the facts that came forth. He granted a hearing at my request on the U.S.S. Indianapolis matter. We heard from survivors and we heard from the Navy. We heard from all sides. As a result of that hearing and the information provided, Senator Warner worked with me to draft language in this bill to correct an egregious mistake. Some have said that we are rewriting history in this debate. I am a history teacher. I don't believe you can rewrite history. I think history is either factual or it isn't. But I think we can correct this. If a mistake is made, or has been made, then I think we have an obligation to correct that mistake.
