It prohibits the U.S. military from continuing to provide aerial refueling for the Saudi-led coalition unless the Secretary of State repeatedly certifies that the Government of Saudi Arabia and the UAE are taking steps to end the civil war, to address the humanitarian crisis, and to reduce the risk to civilians.
