I would argue that one of the problems that our military's experiencing is the same problem that industries across this country are experiencing and that is we have a lower birth rate, so we have fewer people entering the workforce, and we've had the most restrictive immigration policies in this country's history for the last 5 years and that that's had a huge impact on workforce.
