What is true about the Marketplace Certainty Act is that it would guarantee the payments that were promised under the Affordable Care Act--not to insurance companies but to families who need help affording health insurance. That is one of the goals as we think about what our challenge is to address the healthcare needs of the people of this country, and that, in fact, is what the Marketplace Certainty Act would do.
