Mr. President, I thank the Senator from Pennsylvania. This amendment would address the only program within the farm bill that hasn't been reformed: the Sugar Program. What we have now is a sweet deal for sugar growers and a bad deal for consumers. Right now, according to the Department of Commerce, we are losing three jobs in manufacturing for every one job we save in the sugar grower industry.
