There are triggers in the President's budget, and here is what the triggers do: Head Start cut $400 million over 2 years; special education cut $370 million over 2 years; Pell grants cut $680 million over 2 years; veterans' hospitals cut $1.4 billion over 2 years. That is what a trigger is all about.
