As we continue debate this week on a comprehensive energy bill, let's keep these numbers in mind, and let's not pass energy policies that increase the cost of heating our homes in the winter. The Federal Government has limited power to reduce energy prices in the near future. Taxes and regulations can greatly increase them, but Congress is in poor position to affect the laws of supply and demand. So what are we to do to help those most in need during the long, cold winter? Fortunately, there is a program in place to help low-income households pay to heat their homes; a program that does a good job getting assistance to those who need it; a program that I have consistently supported during my 11 years here in Congress: the Low Income Home Energy Assistance Program, or LIHEAP. LIHEAP works.”
