Second, Mr. President, I would like to correct the record. I appreciate the Senator from Colorado yielding to me, but I wish to speak in support of the McCain amendment, of which I am a cosponsor. One might imagine Senator McCain would be enormously disappointed if I came down to speak against his amendment.
