there are nearly $4 billion in estimated loan guarantees over the next 5 years in this title. Those absolutely will cost the Federal Government something. That is exactly why money, $400 million, has to be appropriated to support them. I was pleased to work on this amendment with Senator Wyden to whom I yield the remainder of my time.
