I would enter in a copy of the agreement that the town has with the State, and also the language of the regulations which says: The terms 'State' as used herein means the State which is party to this agreement and the political subdivision or public agency to which the funds are to be transferred pursuant to the agreement. So, I believe the town also has a contractual obligation to meet the requirements of the LWCF.
