This is a budget proposal that highlights the vision and the priorities of the conservative Members of the House. It establishes a clear benchmark for fiscal responsibility, for commitment to our national security, and for lowering the tax burden on the American people. We pay down over a trillion dollars in Federal debt over the next 5 years. We offer tax relief for all Americans that makes our Tax Code more fair. We have a commitment to a strong defense that meets the priorities that have been outlined by the Joint Chiefs of Staff, and we do not just set aside funds for Medicare or talk about Social Security. We make a commitment to real reform of these programs, to strengthen them, not just for today's beneficiaries, but for future retirees and our children as well. We set aside every penny of the Social Security surplus, and this is an idea that while it seems somewhat new was first offered in the conservative budget 2 years ago. But we go further than that. We endorse proposals to let employees control a portion of their own payroll taxes, empower the individual to invest in their own retirement security, and give them the peace of mind that comes from knowing that that savings will be there for them when they retire. We invest in priorities. As I mentioned, national defense, which over 15 years has been allowed to decay year on year.
