It is never easy to put together a budget that spends $1.8 trillion. It is difficult to bring together all of the Members on this floor on either side of the aisle, talk through priorities, make trade-offs and set forth a blueprint that talks about our broad vision for where this economy ought to be headed, for where Federal spending ought to be headed and for what we ought to be doing to protect the taxpayers of this country. But the gentleman from Ohio (Mr. Kasich) has provided tremendous leadership to the Committee on the Budget; and I think it is worth reviewing, not just the record that he has established in setting these priorities, but where this budget is really going to take us. Let us cut through the rhetoric a little bit and talk about what our priorities are. First and foremost, it is to set aside every penny of the Social Security surplus. This is not old hat. This is not an idea that Democrats or Republicans have been talking about for 4, 5, or 6 years. It was just last year that Republicans responded to the President's call to spend 40 percent of the Social Security surplus with a commitment that no longer will we take funds out of the Social Security surplus, that we will set aside every penny.
