Although the conference report does not specify any particular group or organization to be included on the rulemaking committee, it is certainly expected that privacy and civil liberties groups, along with organizations like the National Conference of State Legislatures, the National Governors Association, and the American Association of Motor Vehicle Administrators would play an important role in the rulemaking process.
