On the recordMarch 20, 1997
when something is wrong, we as a Congress are compelled to address the situation. The last Congress moved the ball forward and raised awareness that it is time for us to finish the job. I urge this debate to remain focused on the truth. There are those that claim that this procedure is rare, yet one clinic in my home State of New Jersey admitted to performing over 1,500 of these abortions that occur while the baby's heart is still beating. The number of these procedures, which is nothing less than infanticide, is too many in New Jersey and far too many in our Nation. Day after day, issue after issue, Members take to the floor of the House and talk about legislation in terms of how much better it will make the lives of the American people. But before we continue on issues that might make life better, we must show a greater commitment to life itself. We must give life a chance before we can make it better.
