“My colleagues, America is watching. This debate is probably one of the most significant debates that we will be having, because the future of our young people are so dependent upon the drug culture in our country. When I interact with the young people from my district, I ask them a question: ``What are the issues that you are most concerned about?'' Nine out of ten speak to me about their concern for drugs and the drug culture that they are facing and that we all are exposed to of the illegal drugs. They talk about how quickly they can purchase it if they choose to. They talk about how they do not understand how the system does not seem to support efforts to cut down on drug usage and to punish those that are using drugs. They are frustrated that their teachers and school administrators do not seem to have the support of the system, as they put it, to discipline those young people who are undertaking drug usage and dealing with it.”
