The Clerk read as follows: Ms. Kuster moves to recommit the bill H.R. 348 to the Committee on the Judiciary with instructions to report the same back to the House forthwith, with the following amendment: Page 31, line 17, insert after ``112-141).'' the following: ``(r) Protecting Local Communities, Private Property Rights and Tribal Sovereignty.-- ``(1) In general.--Notwithstanding any other provision of this section, the provisions of this section shall not apply in the case of a project described in paragraph (2), or an environmental document pertaining to such a project. ``(2) Project described.--A project described in this paragraph is any project that-- ``(A) affects the safe drinking water supply or air quality of local communities that are located near the project; ``(B) involves condemnation or infringing the private property rights of American citizens; or ``(C) affects the health, safety, or sovereignty of Native American tribes. ``(s) Making It in America and Providing Jobs for Unemployed Workers.--Any environmental document approved pursuant to this act shall assess whether a construction project-- ``(1) will utilize equipment and materials manufactured in the United States; and ``(2) will result in the hiring of unemployed workers, including veterans, who are actively seeking work and for whom unemployment taxes were paid during prior employment.''.
