Mr. Speaker, in New Hampshire and across our country, we continue to see that the leadership in this House has led to congressional dysfunction that is damaging our lives and damaging our economy. The Small Business Administration has frozen general loans to small businesses. The shutdown is threatening funding that keeps families in their homes and infuses millions of dollars into our economy.
