I appreciate the gentleman from Tennessee bringing this amendment, and I appreciate all of the time and effort that the Transportation and Infrastructure Committee has put into this. I would agree that it's reasonable; the Governors should have this. In fact, TransCanada has agreed to a variety of additional measures that would be part of this, and the Governors should have that. I agree with the gentleman's conclusion.
