I thank the gentleman from Massachusetts for his leadership again. My colleagues and I believe that resources invested in ending this conflict now will not only save innocent lives but will also help reduce the need for very expensive humanitarian aid and promote stability in one of Africa's most volatile regions. With that said, I would like to yield to our chairman, the gentleman from Florida.
