I am not saying this is a bad idea per se. I say two things. First, I do not believe that we should make such a dramatic change without hearings or discussions. I have said before, there are some problems with sense-of-the-Senate resolutions. I will make the point of order, which I hope will be sustained. I will be the first to say maybe we should discuss this. I simply say that I pointed out in my statement that I am fearful that if we would proceed as has been suggested here, that Senators, being very ingenious, would come up with another situation and we would have sense of Senates without having them called sense of the Senates. With regard to who benefits from or who is handicapped with sense-of-the-Senate amendments, I think I can say very forthrightly, Mr. President, when you are in a majority, you do not like sense-of-the-Senate amendments and you wish that the 50 hours would be cut to 15. When you are in the minority, your views change very dramatically, I might say, and you think that 50 hours is not enough. But I say, speaking for the minority, and I hope the majority, of the Senate, that while I would agree we should take a look at this, I do not believe we should take action to that effect as suggested by the Senator from the great State of Alaska.
