I think it's better to acknowledge, hey, this is hard on the families, it's hard on the service members.

The speaker is a friend, I admire him, but if he won’t let legislation come to the floor that the majority supports, this is an avenue.

We should have done this a year ago. We could have done this in a bipartisan way a year ago, but we have not.
