The amendment is as follows: (Purpose: To establish a deficit-neutral reserve fund to protect women's access to health care, including primary and preventive care, in a manner consistent with protecting rights of conscience) At the appropriate place, insert the following: SEC. __. DEFICIT-NEUTRAL RESERVE FUND FOR DEFICIT RESERVE RELATING TO WOMEN'S HEALTH CARE. The Chairman of the Committee on the Budget of the Senate may revise the allocations of a committee or committees, aggregates, and other appropriate levels in this resolution for one or more bills, joint resolutions, amendments, amendments between the Houses, motions, or conference reports related to women's access to health care, which may include the protection of basic primary and preventive health care, in a manner consistent with the First Amendment to the Constitution, sections 506 and 507 of Division F of Public Law 112-74, the Religious Freedom Restoration Act of 1993, the protection of religious beliefs and moral convictions and without raising new revenue, by the amounts provided in such legislation for those purposes, provided that such legislation would not increase the deficit over either the period of the total of fiscal years 2013 through 2018 or the period of the total of fiscal years 2013 through 2023.
