The statutory authority is the AUMF of 2001, and if you wanted to add something to that, it would probably be the AUMF of 2002.
I don't believe so, because there will be a question of trust and confidence in the panel, the makeup, if it's not transparent.
One would have to suspect the motive behind the effort to put together this panel.
