Today, I continue with my friend from Vermont; my distinguished senior Senator, Bob Kerrey; and others in our efforts to ban antipersonnel landmines. The legislation that we are introducing this morning would permanently ban new deployments of antipersonnel landmines. Now, my colleague talked a little bit about why it is important. But I think there are a couple of primary reasons, Mr. President, that we owe this country the world leadership on this issue. First, America has always taken the moral high ground over its brief 200-year history.
