What the Senator from Nevada said, I think, is quite accurate. This dire emergency supplemental is an expression of the generosity of the American people. I have met few who are unwilling to spend this money, few who are unwilling to acknowledge that significant damage has been done, that the lives of the people of southern California have been altered irreparably, and that we have an obligation to move as quickly as possible.”
