It is the sense of the Senate that-- (1) The President's fiscal year 1995 budget includes a request for 11 courthouses with a total estimated cost of over $1,000,000,000; (2) while there may be significant need for new Federal courthouses, the need for programs that prevent youth violence before children get to courthouses is greater; (3) There should be a moratorium for fiscal year 1995 on the construction of any new Federal courthouses which have not already been specifically approved by Congress; and (4) priority should be given to programs for children and families like Head Start and grants for maternal and infant health care.
