Let us suppose that the current maximum contaminant level set at the feasible level for a particular contaminant reflects a lifetime cancer risk of 1 in 1,000,000 for a person drinking the water, would the Administrator be authorized by this amendment to consider a less stringent standard that would increase that person's lifetime cancer risk to 1 to 100,000, if substantial costs would be saved?
