Let's say Governor Bush is elected and he comes into office and says I have Brent Scowcroft, Henry Kissinger, George Schultz, and Colin Powell. They have done a review from November to January and they have made a recommendation to go to lower levels. Does the amendment of the Senator allow a President-elect Bush to do that in short order?
