Senator Grassley not only was on the National Commission on Restructuring the IRS, along with myself and Congressman Portman and Congressman Cardin on the House side, but long before I ever became interested in this issue, Senator Grassley, along with Senator Pryor--indeed, Senator Grassley may want to offer some historical reflections on this--has been involved with trying to change the law and put the law on the side of the taxpayers, to give them more rights. I believe, I say to the Senator, the first taxpayers' bill of rights legislation was enacted, was it 1994? I ask the Senator from Iowa, the first taxpayers' bill of rights--I know Taxpayers' Bill of Rights II was 1996.
