My guess is it is pretty close. Public Law 105-85 says: (a) Funding Limitation.--Funds available to the Department of Defense may not be obligated or expended during fiscal year 1998 for retiring or dismantling, or for preparing to retire or dismantle, any of the following strategic nuclear delivery systems below the specified levels: (1) 71 B-52H bomber aircraft. (2) 18 Trident ballistic missile submarines. I note that under current law, I believe you have given flexibility to go from 18 to 14; at least you have allowed it to happen. (3) 500 Minuteman III intercontinental ballistic missiles. (4) 50 Peacekeeper intercontinental ballistic missiles. All of which total, by my rough calculation, slightly more than 6,000, which is the START limitation.
