“But does the Senator believe that 11 to 18 Members who have worked since last August to prepare this amendment, hundreds of hours in meetings in good faith, trying to come to an agreement, not with any effort to hide from anyone what we were doing--in fact, we have had meetings with the leadership on both sides, describing what we are doing. Is there an element of fairness? ... It seems to me, in fairness, we should have an opportunity to get some fairly direct up or down vote on this amendment.”
