“The health goals also reflect margins of safety for variability in the human population, extrapolation from animal test data to human health effects, and for the use of data that is not fully reflective of lifetime exposures. These margins of safety reflect recommendations made by the National Academy of Sciences. Does the amendment reduce or eliminate any margin of safety consideration that EPA now includes in the standard setting process?”
