No. It says concurrent, which, as I read the language of this amendment, would cause me not to vote for it. It doesn't preclude President Clinton or Bush or Gore from saying we can finish that part of the review faster than the rest of the review and have the Secretary of Energy submit it to Congress for congressional consideration. By the way, you can strike this provision and there is no guarantee at all that President Clinton is going to take any action. He hasn't thus far. He hasn't asked for authority.
