On the recordMarch 21, 2000
my amendment is merely a conforming amendment. If you support the underlying amendment, which changes Social Security from a retirement program to a program that simply has a test of age as opposed to a status of work, I urge colleagues to make this change. It will make it a lot easier to do reform in the future. It has nothing to do with moving the eligibility age; that stays the same. The amendment substitutes the words ``old age'' and ``age test'' for the word ``retirement.'' So they will no longer be required to retire in order to be eligible for this benefit.
