this resolution, once again, underscores the willingness of the people of the States to take charge of this program. They are not asking for regulatory relief without a willingness to assume the responsibility for setting priorities. In this resolution, the operative phrase says, we ``urge Congress to amend the Safe Drinking Water Act in such a manner as will permit public water supply systems to focus their resources on issues which threaten public health and which will provide flexibility in meeting the real health needs of its citizenry.'' I emphasize, Mr. President, the unicameral of the State of Nebraska-- elected officials of the State of Nebraska--are saying that they want to be able to carry out the objective of improving the public water supply systems and the quality and safety of those water supply systems.
