Madam President, I would ask the Senator from Connecticut to explain to me why the only choice was $1.5 trillion or zero. The Senate could work its will and have passed the $13.6 billion of aid money 10 minutes later. Madam President, could the Senator from Connecticut explain to me this apparent--to me, false--choice between $1.5 trillion and zero. Why were there no other options? The PRESIDING OFFICER. Does the Senator from Connecticut wish to respond to the question?
