That was made in March of 2001, when, the Senator will recall, he was assuring us we could afford to have a massive defense buildup, deep tax cuts, that it would all add up and he would be able to protect Social Security and Medicare, not use the money for other purposes, and he would have maximum paydown of the debt. He was wrong on every single count. He was wrong by a country mile.
