this just makes clear that we would not be doing something tonight the Senate has never done before: allow direct spending on a bill such as this without the chance of it being considered in conference and coming back here without any points of order prevailing. I apologize to colleagues for taking this time, but we cannot be engaging in a process never before done in the Senate to spend tens of billions of dollars without the ability to review it when it comes back from conference.
